average instead of being calculated for the 30 (or 31) days between 1st. December and 31st. December, is calculated for the same number of days between 15th. November and 15th. December.

In other words, for convenience so far as calculation goes, 15th. November to 15th. December" stands in the place of 1st. December to 31st. December.

The whole idea is that the daily salary has accrued at the daily rate of exchange; and when it comes to payment at the end of the month the average of what has accrued day by day multiplied by 30 is the amount due.

This shows, conclusively as I submit, that no daily rate can be introduced into the average calculation which is higher than that at which the salary actually accrued day by day. The following case I think throws further light upon the question. If a civil servant had died on 14th. December, his accrued salary would be calculated from 1st. to 6th. December at 2/- each day; from 7th. to 14th. at the actual rate below 2/-.
